What I did:
When Interface detect overlap ip return success instead of failure so to
avoid OA keep on retrying and dumping continuous syslogs.
How I verify:
Loaded new swss debian package and verified OA is runnign fine and syslog no more coming continuously .
Also functionality looks same as previous.
