Update WFH scaling factors slightly to achieve 2015 and 2023 targets

2015 is unchanged from TM1.6.0 and TM1.5
2023 target: 24.5% = 18.5% + 6% (down from 31.3% used for TM1.6.0, which was based on ACS2022 = 24.9%)
