Beanstalk3 remediations

This contains all the changes from remediations. changes should be branched from here prior to merging into beanstalk 3.

Changelog:

• changed SeedGaugeSettings Struct to EvaluationParameters to better match the contents of the struct
• removed unneeded functions in testing
• delete usdOracle (given that oracleFacet has all functionality needed to return a price.
• Beanstalk 3 pipeline convert stalk penalty fix #966 updates pipeline convert to properly penalize stalk based on the new bdv of the convert.
• Beanstalk 3 Reseed Fixes #965 performs various reseed script fixes.
• Extra b3 review #947 adds a new Gauge Point Implementation.
• remove C.sol from L1TokenFacet #972 updates the L1TokenFacet by removing C.sol.
• remove C.sol from contract. #973 updates the BeanL2MigrationFacet by removing C.sol
• 1a1509c removes bdv selector check when whitelisting.
