The Management Strategy Evaluation toolkit (MSEtool) is the core
package in the openMSE collection of packages. It contains the core
functions for constructing operating models, simulating fishery
dynamics, and evaluating the effectiveness of alternative management
strategies using closed-loop simulation testing.
