[WIP] FILT: Implement SO3OrientationSampler Filter

Based off the 'SIMPL' filter EMsoftSO3AngleSampler

• Create an attribute matrix of the proper size. This allows follow on filters to create things like a Phases array in the Attribute Matrix for Pole Figure Generation
• Maybe add a "Meta Data" String array also (outside of the Attribute Matrix) that has the settings for the filter? Again for the pole figure generation?
• Create Euler Angles inside the Attribute Matrix
• Create the "Ensemble Info" Attribute Matrix in the same way that "ReadAng" or "ReadCTF" does.
• Make the Ensemble Attribute Matrix creation optional
• Optionally create a "Phase" array filled with 1
• Unit Test for each of the 11 Laue Classes
• Example Pipeline created
• Update documentation
