Summary

restore the full set of specialize helpers that were dropped in mypyc/irbuild/specialize.py
keep the builtins.ascii specialization wired up via ascii_op

Testing

python -m mypy --config-file mypy_self_check.ini -p mypy -p mypyc
python -m pytest -n0 mypyc/test/test_irbuild.py -k ascii
