Maintain Held Items
Fixes
- Keep held item when revealed, though note there is a 0.275 redraw time

- Spys will no longer spawn if there are no alive members of their side
- Spys will automatically reveal themselves if there are no alive members of their side

Known Issue: Spys, upon shooting a target, will no longer have their weapon in their hand
Init Release
Adds MTF and Chaos spies.
One command (Client Console):
- .reveal: Reveals the spy, changing their role and removing their status as a spy.
When a spy shoots a member of their enemy faction, they are revealed as a spy.
Currently available Customizations:
- Spawn chance per wave
- If their faction can deal damage to a spy while they are cloaked
- Informative broadcasts
