Create AWS Dev environment for eCR Viewer

What needs to be done

Create an AWS development environment for the eCR Viewer inside Skylight's AWS tenant.
This environment should be permanent - for now, we're not planning to implement ephemeral environments for test purposes.

Why it needs to be done

This will unblock several improvements to our CI/CD process - for ex, we could deploy to this environment during PR review!

Acceptance Criteria

• Permanent dev environment exists in Skylight AWS account
• Dev is configured for the non-integrated Viewer, and includes a database (could be a native database, or just a SQLServer container mounted in ECS)
• eCR team developers have access to this environment
