Closes #93
Implement the Notification & Alerting System for the CarbonScribe Project Portal to deliver real-time, multi-channel notifications to farmers, project managers, and platform administrators. This system will leverage AWS managed services for scalable message delivery, provide WebSocket connections for live dashboard updates, and offer configurable alert rules with comprehensive delivery tracking to ensure critical information reaches stakeholders promptly across their preferred channels.
