Overview
This pull request implements a clean and minimal static page that explains what ChainLib is all about. The page captures the mission, values, and long-term goals of ChainLib and remains consistent with the overall design and layout of the app, as requested in issue #10.

Implementation Details
This PR includes the following:

• A static Next.js page utilizing Tailwind CSS.
• The following sections:
  • Project Mission + Intro
  • Philosophy or Value Props
  • What Makes Us Different
  • Join Our Community Card
  • Footer Section or Contact
• Implementation of smooth scrolling to different sections within the page.
• Consistent typography, padding, and global layout matching other pages in the app.
• Design consistency with the rest of the app.
• A fully responsive design that adapts to various screen sizes.
• Semantic and accessible HTML structure.

Expectations / Acceptance Criteria
This implementation aims to meet the following criteria outlined in issue #10:

• The page follows the design outlined in the provided.
• The layout matches the global styling and structure used in the rest of the application.
• The implementation is fully responsive.
• The HTML is semantic and accessible.
• Smooth scrolling, if implemented, works seamlessly without performance issues.
