Extend dconf rules on Ubuntu to check if settings are locked #12951

Description:

  • Extend dconf rules idle-delay and lock-delay on Ubuntu to check if settings are locked

Rationale:

  • Satisfies Ubuntu 24.04 CIS control 1.7.5

Tests:

Ubuntu 24.04 in KVM:
