Add majority replacement option for Reduce

Description

Add a vper_replace option for majority replacement. When alg=AVERAGE, the user can select vper_replace=MAJORITY to replace the special pixel with the most commonly occurring special pixel in the processing window.

In the screenshot, raw.cub is the original image, majority.cub uses 'majority' replacement, average uses default arguments, and nearest.cub uses 'nearest' replacement.
