6. Mechanism for Extracting Data

Indicator Requirement: "Digital public goods with non-personally identifiable information (PII) design for the possibility of extracting or importing non-PII data and content from the system in a non-proprietary format."


As mentioned in the Guidance Note on Big Data for Achievement of the 2030 Agenda:

Personal data means data, in any form or medium, relating to an identified or identifiable individual who can be identified, directly or indirectly, by means reasonably likely to be used, including where an individual can be identified by linking the data to other information reasonably available. Personal data is defined by many regional and national instruments and can also be referenced as personal information or personally identifiable information."

The distinction between NON-PII and PII data is that PII data can be used to distinguish one person from another e.g. name, email address, phone number etc., whereas NON-PII data is any information pertaining to a live person, whether it distinguishes them from another individual or not, such as age, location, height, weight, etc.

For this indicator, you must provide a detailed description of how NON-PII data can be imported or exported into non-proprietary formats such as CSV, XML, JSON, etc. (here's the list of non-proprietary file formats) or by exposing the NON-PII data through an API. A good way to provide evidence of this is to state the mechanisms by which data can be downloaded or exported publicly.
