feat(misc): add automated publish to pypi workflow

• Created the environment release with tags & branch protection
• Added trusted publisher on pypi with the release environment, this repository, and this workflow file

I have automated the publishing process.
It is triggered when someone pushes a tag to the remote that matches v*.*.* where * are integers.
When triggered, it will install floodadapt, build the package and publish it.
Where publishing means a release on pypi and a release on github including release notes
