BlueAPI is incompatible with bluesky 1.13.1 (see DiamondLightSource/blueapi#843). Given how dodal is mostly used with blueAPI we should roll back to 1.13 so that it all works

Acceptance Criteria

  • We roll back to bluesky 1.13
  • Tests still pass
