Dictator Role

This adds the Dictator role into the current version of among us. Read the README.txt file.
Using their new button in a meeting, they can vote whoever they wish.
Ofc, this is limited with the power the host can give them.
WARNING: MAKE SURE YOU HAVE AMONG US 4.12s or 4.14s!
