Use only Polaris release version is spack env name #164

This means that we update the release version for new spack envs and we update the alpha, beta, etc. for dependency changes.

The docs for spack deployment have been updated accordingly.

Port of MPAS-Dev/compass#743 from Compass.

Checklist

  • Developer's Guide has been updated
  • Documentation has been built locally and changes look as expected
  • Testing comment in the PR documents testing used to verify the changes

Testing

I reran the ./configure_polaris_envs.py script on Perlmutter and verified that the spack environment for v0.2.0 still works (because there is currently no alpha version).

Then, I successfully ran the pr suite.
