LoaderComplex beta 0.1.1 and API 0.1.3

This beta release of LoaderComplex is fully compatible with Quilt 1.18.2, Fabric 1.17.1 and Forge 1.12.2, almost-complete support for Fabric 1.12.2 is also present.

The LoaderComplex API and an example/test addon is provided.
