This pull request adds a curated list of free programming resources in Hindi, focusing on HTML & CSS. The goal is to make programming learning more accessible to Hindi-speaking learners.

Changes included in this PR:

Added a new Markdown file: free-programming-books-hi.md

Included HTML & CSS resources in Hindi:

HTML & CSS | Hindi
– Covers HTML tags, forms, layout, and CSS styling basics (Beginner level)

Maintained consistent table format with columns: Resource, Type, Difficulty, Description

This PR is a part of Hacktoberfest contribution to expand free programming resources for Hindi learners

3 Future improvements:

Additional Hindi programming languages and frameworks can be added (Python, JavaScript, PHP, etc.)

Include free PDFs, video tutorials, and interactive courses in Hindi

Hi @eshellman , I’ve updated the code and it’s working as expected.
However, the PR is failing due to a linter issue I wasn’t able to resolve.
