Add Comprehensive Hindi Programming Resources

This pull request adds a wide range of free programming resources in Hindi to the free-programming-books repository, making learning accessible for Hindi-speaking learners.

Changes included in this PR:

Added a new file (or updated books/free-programming-books-hi.md) containing Hindi resources for the following sections:

Python

HTML & CSS

SQL / Database

React / Frontend Frameworks

Angular / Vue.js

R Programming / Data Science

Machine Learning

Each section includes free HTML tutorials, PDFs, and YouTube courses where available

Maintains consistent formatting with existing repository guidelines

Corrects headings, blank lines, and list formatting to pass the linter

Goal:

Expand free programming learning materials in Hindi

Make programming and data science resources accessible for Hindi-speaking learners

Contribute to Hacktoberfest
