Add normalization tests and CI workflow

Summary

• add focused unit tests for App coordinate import normalization with stubbed services
• cover error handling paths when malformed coordinate data is provided
• introduce a CI workflow to install dependencies and run the Angular unit test suite on each change

Testing

• npm run test -- --watch=false --browsers=ChromeHeadless (fails in container: Chrome binary not available)
