Update PowerForge pins for Scriban audit fix

Summary

• update the PowerForge commit pinned by PR website CI
• update the deploy workflow to use the same fixed PowerForge commit
• move both workflows to the merged PSPublishModule commit that includes the Scriban 6.6.0 upgrade

Why

The website-build PR check was failing during dotnet restore because NuGet vulnerability warnings for Scriban 5.11.0 were treated as errors in PSPublishModule.
