the old conditional was a lot longer and needed too many approvlas and permisions
only the publishing off docs is still missing

The Jenkinsfile is updated to use the new jenkins-libraries and is a lot shorter. pipeline_config has been added to define the libraries in use.
Automatic publishing of javadocs has been removed.
Triggering of examples and benchmark are commented out since these projects are not yet ported to jenkins.heigit.org.
