Bump Workbooks from Version 1.0.4 to 1.0.5

Issue: GSA-TTS/FAC#3490
Related app-side PR: GSA-TTS/FAC#3491

Notable changes:

  1. Newly valid cluster name: FEDERAL MOTOR CARRIER SAFETY ASSISTANCE (FMCSA)
  2. New validations on the reference number in the CAP text and findings text workbooks

A merge here should wait until GSA-TTS/FAC#3491 has been moved into production.

An issue was found and will be fixed by GSA-TTS/FAC#3513. Closing this for now, pending the new set of workbooks.
