Refresh the CI, and refresh the code.

  • switch to uv
  • publish on PyPI using Github Action / OIDC (every on that can create a tag can publish a package)
  • Remove python 3.7 and python 3.8 compat
  • Add python 3.12+ compatibility ( pkg_resources issue )
  • Remove celery 4 compatibility
