Adding HDEv2 Colab notebook

HDEv2 Colab notebook will be helpful in driving HDE Managed Services adoption with new customers who want to give it a quick try and see its capabilities.

Using the colab notebook, we can easily demonstrate how easy it is to set it up and minimal configurations required to start using the product.

The notebook encompasses the following operations:

• Create Healthcare Dataset and FHIR store using Cloud Healthcare API
• Enable Harmonization instance
• Create and run whistle harmonization and reconciliation pipeline jobs.
• Ingest sample patient FHIR resource to source FHIR store.
• View harmonized output in FHIR store.
• Manage HDEv2 Pipelines.
• Import FHIR resources from GCS to FHIR store.
• Export FHIR store resources to Bigquery
• Clean up.
