관리자 게시판 중, 유저의 목록을 반환하는 기능을 작성했습니다.
⚙️ 구현 내용
조회 규칙
- nickname 파라미터가 없는 경우: 전체 사용자 목록을 페이지 단위로 조회합니다.
- nickname 파라미터가 있는 경우: 해당 닉네임과 정확히 일치하는 유저 1명만 반환합니다.
- 이때 page 파라미터는 반드시 0이어야 합니다.

🧪 테스트 결과
1. 잘못된 닉네임으로 조회 시 에러 발생
2. 닉네임으로 조회 시, page 파라미터를 0이 아닌 값으로 준 경우 에러 발생
3. 전체 사용자 조회
4. 단일 사용자 조회
5. 신고 당한 횟수, 제재 받은 횟수 카운팅 확인
