Add RHEL9 like distros

I tested it, and the Ubuntu 22.04 build works on RockyLinux 9, so I think it's safe to say the Ubuntu 22.04 should work for the RHEL9-like distros. Once this is in, I'll add RockyLinux 9 to the test matrix for ideas-ext.
