Recently, we've upgraded our build infrastructure. The GHA shall ensure the latter can build Icinga 2.

Now as the GHA installs much more stuff, I myself would rather:
- Do nothing
- or GHA: Windows: upgrade to VS 2022 #9747 (but that's definitely something for a .0 version)
