Stiletto was always enabled on startup. This is now configurable. If you want to change that you can now set the value Enable_On_Start=False (True as opposite but this is the default behavior) in the BepInEx/config/Stiletto/_settings.txt. If you were already using the 2.4.0 the key might not be here so you can add it manually or delete the _settings.txt and it will be recreated on startup.
