Align create-constitution anchor flags with other anchor flags

Context

Fixes #447

• Will allow to work on replace --stake-verification-key-file with --deposit-return-stake-verification-key-file on all action commands #422 (doing this PR and 422 in sequence in better than in parallel, because of conflicts).
