Automatic releases to Modrinth and Hangar

• added publish to Hangar, Modrinth, and Github
• added new check for incrementing beta versions

This file is starting to get very big, wondering if we should move it into a publish file or something?

Also potentially running this when we create a github release: https://docs.github.com/en/actions/using-workflows/events-that-trigger-workflows#release would be better than a commit

Potentially also a discussion if we should do this for nexus aswell?

I'm good with moving it to another workflow for release, we can include the changelog we write for GitHub automatically as well which is nice

for nexus this would work, we would just have to trigger it for both beta and release
