We want today's tax code, not the code as it was enacted in 1986. This seems less stuffy, and more useful, than "as amended".

I don't think I've seen a statutory reference like it. Any background?

Nothing in particular. I just wanted to avoid any implication that we're talking about some 1986 snapshot of the law, and to make it easier for civilians to look up.
