LibreHeads is a free and open source Minecraft skull database selector. We uniquely offer an open repository of skull textures that can be used in other projects.
Build VexelCore and drop both plugin jars into your server folder.
To be able to use /skull, give yourself the libreheads.skull.get permission.
To search for heads, use /skull [term].
