add intermediate version (to be removed later)

Intermediate version of "genmake2" that just contains
 a) switching order the order i(F90 first then F77 then C) in Makefile dependence and rules
     (like in this PR)
 b) removing the 2 "unused target" + some old commented out stuff (as in this PR)
 c) minor suffix change for FF90 processing (as in this PR).
