로그인이 필요없는 api는 매번 직접 필터에 해당 URI을 추가해주어야했다.
-> 매번 uri을 직접 필터클래스에 따로 추가해야하는 불편함, 어떤 api들이 추가되어있는지 알기 불편
-> Controller에 어노테이션을 달아서 구분하고, Spring Security Filter에서 자동으로 읽어서 처리하는 방식으로 개선
