Preview wheels and test data for trame-slicer

The provided wheels contain the core 3D Slicer functionalities wrapped as Python wheels for Windows x64 Python 3.10 and Linux WSL x64 Python 3.10.

In the future, wheels will be directly generated by the 3D Slicer CI and be available using PyPi directly.
The current wheels are provided for early testing.
