Does anyone know that do we even need this? Or is the bump safe?

This is only for getting the .proto files so that it can be used by grpc plugins and tools. I would suggest to keep it unupgraded.

@fffonion is there reason we want to use old version? Or should we at least bump it to latest3.x.x?
