Summary
remove cleanup-preview-packages.yaml - removing obsolete versions of pr previews is happening in kong's internal repository for all public packages
node version is bumped to 24.6.0 as it comes with npm v11 that is needed for trusted publishing
all publishing (pr-previews and releases is happening in publish.yaml)
npmjs settings is changed to trust publish.yaml
