docs: add new contributor Cookie to README files (#764)
## What type of PR is this? /kind documentation ## What this PR does / why we need it: This PR: - Updates the `.all-contributorsrc` file to include Cookie's contributions. - Adds Cookie's profile to the following README files: `README.md`, `README-ja.md`, `README-pt.md`, and `README-zh.md`.
