Xbox Explorer Killer - add kill process delay

Reworked the code. Now the explorer process is restored instantly after the observed process is closed. By request, I added the ability to delay before killing the explorer process for the required observable processes.

Small changes to improve the appearance. Added a display of the current system time and a useful dialog when closing the program.
