This PR removes a dependency on operator-setup and opts to just copy into the repo the SRS points needed to support 2mb blobs. If the points change, we can change them in the repo, but this seems unlikely in foreseeable future. By doing this we simplify the testing setup and the deploy by only ever using the official EigenDA SRS points.
