Fix build: Update invalid dependency versions and signing config check

Build was failing due to non-existent dependency versions and signing config being applied when keystore file doesn't exist.

Dependency Versions

Updated gradle/libs.versions.toml with valid versions:

• AGP: 8.13.1 → 8.7.3
• Kotlin: 2.2.21 → 2.0.21
• KSP: 2.2.21-2.0.4 → 2.0.21-1.0.28
• AndroidX/Material libs to latest stable

Signing Config

Fixed app/build.gradle.kts to check file existence before applying signing:

SDK Version

Fixed gradle.properties: compileSdk=36 → 35 (API 36 not released)
