Bug fixs

according to reports and checks that i have done. in some rare cases trojan-go might crash! that ofcourse can't stop the npanel process
but it make the website inaccessible and configs will not work. so

To fix this issue, from this version Npanel checks trojan-go health and restarts it even if it gets killed by the root (a simple non polling heart-beat system that dose not increase cpu usage)
