What does this PR do?

  • Removes publishing to test.pypi.org for now
  • Removes old publish action (not necessary)
  • Uses plain pypi publishing based on Trusted Publisher Management setup in pypi (using oidc under the hood).
  • Nightly packages will be uploaded to GH, but no longer to PyPi
