• melinda: created message that appears when dictionary from webscraper api is empty. Links to allconnect page with inputted address postcode

during meeting

• discuss security risks of polyfill.io and using JS code for browsers, doesn't seem like we can do anything yet since we are loading REACT code and polyfill.io is down.

next steps:

• melinda: add FCC link to "no rates found" popup and send into chat
• make the webscraper API public in order to put into the new server. (not necessarily need it to be public, but forking the repo and putting it into the server wouldn't allow us to have access to previous versions)
