- Implemented feature to be able to convert files anywhere with command line.

- Minor fixes with footer reading behavior
- Decompress now reads the compression type correctly and returns intended behavior, with the only issue being RFC1951 not implemented (as not observed from Wargaming's dvpl files, and LZ4_HC being the preferred method to compress)
