system: xbin: Add perf wrapper script to toggle kallsyms lock

Some perf features require full kallsyms address access for full functionality. Add a wrapper script to unlock kallsyms for perf and re-lock it afterwards to ensure all perf features work without leaving a security hole. Signed-off-by: Danny Lin <danny@kdrag0n.dev>
