Allows users to build with OpenSSL without having ZOPEN_ROOTFS set. This makes it possible to do a standalone user install of zoslib and openssl and still be able to compile pySEAR.
It introduces OPENSSL_ROOT and ZOSLIB_ROOT as environment variables which allows the user to point to a user install of OpenSSL and zoslib.
