gh-446: Set mdm-resources version

Updated to pull the correct mdm-resources version.

This change is not required since linking to a local copy of mdm-resources will always use that version regardless of the version number. At some point though before the code goes live we do need to align the mdm-resources version number.

Closing this for now, we can come back to setting the version number correctly once 5.4.0 is live.
